Is it feasible to make drifts with 9' Ponton boats on the middle section of the Klamath from Happy Camp to Soames Bar?

You can do it if you are experienced and an expert white water rower.
I can do it in my 14 ft inflatable but some places it's "balls to the walls"

From Happy Camp to Swillup there are two big rapids. Dragon's Tooth flips rafts consistanly.
The other is Rattlesnake.

Down stream from Ti Bar, Kissing Rock eats drift boats and Sandy Bar can be a problem if the wrong aproach is taken.

There are sections of the river that can be floated with out much problem. It all depends on the skill level.

From Indian Creek to Green Riffle is about a two or three day float depending on how much you stop to fish.

Most of the K above Happy Camp, ie Seiad is great for unexperienced oarsman in all kinds of watercraft.
...and there's some great fishing to be found.
