An article in todays SF Chronicle reports that the governor wants to delay the election to authorize issuance of bonds to fund the states water plan which includes construction of an alternative conveyance (peripheral canal). Check it out:

If successful at removing the issue from the ballot, it appears that the governors other, main issue (a tax extension/increase) would have a better chance at passage. So, Delta funding would take a back seat. Guess the governor doesn't have a lot of confidence in the theory of the occurrence of an imminent, cataclysmic event that would destroy Delta levees.
