Yes it is open. Just a little ice at the south end. Only launching is at the north end at the resort. According to the guy at the marina the Forest Service is not going to plow the south ramp but let the snow melt. If that is the case the south. Ramp is about two weeks away from being useable.

According to ODFW there are 400,000 trout in Diamond 10"'s or larger. They have upped the limit from 5 to 8 this year because they think there are too many trout in the lake. Early pictures from the resort show the vast majority of the trout are 13-15"'s.

Diamond Lake Resort has a web site that is updated on a regular basis that covers fishing.
