Check out the article from yesterdays SF Chronicle concerning potential extinction of Delta Smelt/Salmon (self explanatory):

Interesting position for a group charged with protecting/restoring Delta fish & wildlife resources. (Seems the exact opposite of the MLPA implementation....)

More info in the SacBee today. A 500 page report by the Public Policy Institue of California (PPIC) sets the stage for upcoming CA water policy. Not surprisingly, the position of the PPIC supports the concept of a peripheral canal. What's disturbing is that the authors (among which is Dr. Peter Moyle) do not advocate water conservation for Agriculture in this state but does recommend a 30% reduction for urban users. Thus, enabling a 10% reduction in water diverted from the delta.

Another position is that not all fish species in the Delta can be saved. Check it out at:

This is not a scientific article. Yet, the positions are supported by Moyle who is a member of the Delta Stewardship Council. Maybe these positions are in response to the requirement by Judge Wanger that impacts (+ or -) on economic/human interests must be included in drafting EIR's....
