So now I have attached the running line to the backing (with a nail knot), and with the built in loop on the running line, loop to loop connected my skagit line.
The end of the skagit line also has a built in loop. Do I now just loop to loop a sinking tip?
Is this where I could attach one of the new MOW tips?
And lastly, what kind and size/length leader would I attach for a bigger river like the Smith?

We would recommend that you get a few MOW tips or a complete set of MOW tips for your Skagit system. Some will make up there own tips (8' to 12') with T-11 or T-14.
Most use a simple two piece short leader on the faster sinking tips you would use in the winter on a Skagit system.
Maybe loop on 12 to 18 inches of 20-30# test and 3-4 feet of 8 to 12 pound test.
(Larger mono doesn't tear up the welded loops as much)
**Maxima Ultra Green is the most popular tippet material for swinging flies for Steelhead but many other brands will work. I would not use less than 2x and maybe more like 0x on bigger flies.

Yes, this is where your sink tip goes. Dont buy into the MOW hype, get some t-14 and make three tips, an 8 footer, 10 footer, and 13 footer.
Off the end of the tips, nail knot a short section of 30-40 pound Maxima. On the end of this tie a perfection loop. Now you can just loop to loop your tippet, usually 8-10 pound Maxima. Either by using a perfection loop or surgeons loop.
