Spring and fall is when fish are up shallow, hungry and easier to catch on flies.
Oct/Nov is a very good time to fly fish in almost any lake in California.
Some you can wade fish but a float tube, pontoon boat or boat is an advantage most of the time.
For lakes I would have a #5 or 6 weight weight forward floating line on one rod and a clear slow sinking line on a second rod. 9 to 9.5 foot rods are nice for lakes.
