The second piece of legislation is SBx7-6, the groundwater elevation monitoring and public reporting of groundwater elevations (e.g. distance from surface to water). 8-) This body of law sets the who, what and why of measuring. IMHO, seems to be more concerned with subsidence than water conservation/usage. :confused: The analysis does identify "....that excessive pumping in the last century has led to substantial subsidence, as much as 55 feet in some areas. Also that in the west side of the valley, this subsidence is threatening to cause cracks in the federal/state canal walls thru slumping of the dirt underneath. :nod:

The law provides that monitoring must be done and may be done by volunteer organizations or, if there are no volunteers, DWR must do it and charge the costs to well owners. :-|

Further, the law provides that unless monitoring occurs, counties involved will not be eligible for grants or loans from the state. :nod:

All data gathered thru the monitoring process must be reported to DWR who will report to the legislature....

Altho this piece of legislation is relatively short, these comments are high level and only reflect a cursory reading of the committee analysis. 8-)
