Its a level, tungsten impregnated line, designed to be cut to length to match a rod and typically used in a shooting head system. It can be purchased in various lengths and you cut it to mach the grain rating of the rod. T14= 14g/foot. T8= 8g/ft. etc...
They are sink tips essentially

T-17- 10 ips
T-14- 9 ips
T-11- 8 ips
T-8- 7 ips
Match choice to weight designation: T-17- 8, 9, 10, 11;
T-14- 7, 8, 9, 10; T-11- 6, 7, 8; T-8- 4, 5, 6 for best results
Within a rod weight designation, use slightly more grains to throw larger diameter/ weight head, i.e., 7 wt. switch rod: 400 gr head- 9' T-14, 375 gr head- 9' T-11, 325 gr head- 100 gr floating or intermediate tip for best results...
