Seems like the late Summer and early Fall run Steelhead get more active when the sun is not shinning on the riffle they are living it that day at normal warm fall temperatures.
Early and late in the day will be good because of the lack of sun on the water.
Also being in a deep canyon like the Klamath or Deschute will give you shad for a long time. If you move around in these canyons you can find shade a lot of the day.
Fog, clouds and even smoke from forest fires will help keep the sun off those fish and cause them to be "happy".
In colder rivers like the Rogue near Medford they get under 50 degree water in the AM so mid-day (11am-5pm) with sun on the water can be best.
